From July 2018, the Commission is beginning a three-year programme of electoral reviews of London Boroughs, that it has not reviewed in the last 5 years.
An electoral review recommends new ward boundaries that mean each councillor will represent approximately the same number of voters. We also aim to ensure that the pattern of wards reflect the interests and identities of local communities as well as promoting effective local government.
All London boroughs, except Southwark Council, Tower Hamlets Council, the London Borough of Bexley, Croydon Council, Redbridge Council, Hackney Council, the Royal Borough of Kensington and Chelsea, and the City of London, will be reviewed by 2020.

Recommendations become law
The London Borough of Waltham Forest (Electoral Changes) Order 2021, to implement recommendations made by the Local Government Boundary Commission for England (LGBCE) for new electoral arrangements in Waltham Forest, was made on 17 May 2021.
New ward arrangements for Waltham Forest Council have now successfully completed a 40 day period of Parliamentary scrutiny and will come into force at the local elections in May 2022.

On 11 March 2021, the London Borough of Waltham Forest (Electoral Changes) Order 2021 was laid in draft in Parliament.
The draft order, if made, would give effect to the final recommendations that were consulted on during the Local Government Boundary Commission for England’s review of electoral arrangements in Waltham Forest and published on 01 December 2020.
The draft order will be laid in Parliament for a period of 40 sitting days. Parliament can either accept or reject our recommendations. If accepted, the new electoral arrangements will come into force at the next scheduled elections for Waltham Forest Council in May 2022.

On 1 December 2020, we published final recommendations for future electoral arrangements in Waltham Forest Council.
We have now completed our electoral review of Waltham Forest.

The changes we have proposed must now be approved by Parliament. A draft Order - the legal document which brings into force our recommendations - will now be laid before Parliament. The draft Order will provide for the new electoral arrangements for Waltham Forest to come into effect at the local elections in 2022.

On 07 July, we published our new draft recommendations for the electoral review of Waltham Forest Council.
The Commission withdrew its original draft recommendations, following the discovery that due to an administrative error 22 submissions were not considered during the formulation of those draft recommendations. For more detail, please see the tab '(6) Update - 28 May 2020' below.
We have now considered all the submissions received to date to formulate a set of new draft recommendations. The ward boundaries and names in these new draft recommendations contain a number of significant changes to the original draft recommendations.
From 07 July to 14 September 2020, we are accepting opinions and comments (submissions) from the public on these recommendations for Waltham Forest Council.

The Commission was timetabled to consider final recommendations for the borough on 16 June 2020.
During the team’s analysis of the evidence received during the most recent consultation period, officers discovered 22 representations that had been submitted during the consultation on warding arrangements in August 2019. These representations had been retained in the Commission’s administrative IT system and, as a result, were not passed on to the review team working on Waltham Forest. These representations were therefore not taken into account during the preparation of our draft recommendations, as they should have been.
Once this issue was discovered, the Commission immediately took the decision to revisit the recommendations in order to ensure these representations are appropriately taken into account in the shaping of our recommendations. We will be publishing new draft recommendations in the first week of July 2020. These recommendations will take account of all the submissions received up to 2 March 2020. We will ask local people to comment on these new draft recommendations during a further 10-week period of consultation before agreeing our final recommendations for the borough in November 2020. This will ensure all representations received from across Waltham Forest are given full and proper consideration, while completing the review in plenty of time for a 2022 implementation.

As part of the initial stages of the review, we consulted with Waltham Forest Borough Council on the most appropriate number of councillors to be elected to the council in future.
We received 2 submissions on council size:
The Commission is minded to recommend that 60 councillors should serve Waltham Forest Borough Council in the future. This is no change from the current number of councillors.
This review was carried out by the Local Government Commission for England (LGCE), beginning on 23 June 1998.
